netErrNoMoreSockets only under emulator?

Hello:

I have an application using NetLib which works fine on devices. When I run
it under the emulator, I consistently get netErrNoMoreSockets when I call
NetLibOpen().

I have the emulator set to redirect NetLib calls to host TCP/IP. It's
worked in the past.

Does this ring any bells?
