Intercept characters written by the user independent of the running app?

Dear subscribers.

I would like to know if it�s possible to intercept or rather spy on the
characters written by the user. What I want to do is to watch out for
specific character sequences and perform a specific action depending on the
sequence. The idea is to do this independent of the application that the
user is using.
