I think that -resource- databases are stored by the default
conduit as .PRC and -other- databases are stored as .PDB.
Apps are resources databases, but are not the -only- resource
databases.

It exists because somebody set the backup bit at some time.
This could have been done manually w/ a utility like BackupBuddy
or Z'Catalog or it could have been done by some misguided app.

Oh, it could also have been done by Palm if you upgraded to
OS 3.3 -- part of the process is to back up EVERY database
on the Palm.  I presume this would be included.
