Hear, hear!

Aside from that, the bureaucratic impediments are very
high with this process.  For example, mine was held up
because my "company name" on the paper I submitted did
not match the one in my DevZone developer profile.

Well ... I only -had- a company name in my developer
profile because their web form refused to submit without
one!  It took a couple of weeks to get this resolved.

I think my DevZone profile now lacks a company name
because it was wiped out by the person at Palm who
processes these things ... I don't know if the web form
itself has been updated to make company name an optional
field though...
