I get the same trouble for a couple of reasons:
* the app I'm trying to debug is currently running in the emulator
* if I don't have debugging enabled and then I try to debug my app
switching to a different application or turning on the debugging has solved
it for me most of the time.
Sometimes I just have to stop Metrowerks and the emulator and restart things
from scratch for it to work once again.
maybe one of these applies?
