Actually there are at least 2 new commercial BASIC programming
environments
for the PalmOS platform in beta test right now.
There is my own HotPaw Basic: <http://www.hotpaw.com/rhn/hotpaw/>
and there is StylusWare Basic: <http://www.StylusWare.com>
(as well as the freeware cbasPad classic, which is quite limited because
it was designed to work under PalmOS 1.0.)
Satellite Forms also has a "Basic-like" syntax to their scripting
language.
