TigerData and ESRI are good places to start. I am working with a
combination of GDT and Navtech data and both seem very complete. There is a
ton of spatial data out there that you should be able to find with any of
the search engines. The tougher issue is how you are going to fit detailed
street level data on a Palm.

You can't "calculate" a city ... it's not as if
they were named by where they are located. Once
you have latitude & longitude, you need a database
of city locations to look things up in. Once you
have that, the technique isn't too difficult.
Now ... -where- you can get such a database, I
don't know. Perhaps the USGS? Or find a good
atlas and be prepared to do a lot of typing...
