draw bitmap bigger than screen

Title: draw bitmap bigger than screen

Hi,

   I need to draw a bitmap bigger than the screen display
and set scrollbars on x and y axis to enable scrolling of
the image.  Does anybody know how to do this ? is
WinClipRectangle designed for this purpose ?
