i have noticed this for one of two reasons:
1. - it is -15C degrees :>
2. - if you have a program that leaks memory, the device may
have problems with managing the heap (moving things around
etc)..
in any event, (except the cold situations) a soft reset resolves
any problems i have with speed :)
