We haven't tried that, but we used broadcast test packets successfully in BeamBooks. 
These can be sent (and responded to) before doing a discover. The exchange manager 
puts up a dialog when responding to a discover request. We didn't want this dialog to 
interfere with the user starting up BeamBooks on the "receiving" device. So we 
broadcast a test packet (with our creator ID) and see if it bounces back. If it does, 
the other side is running BeamBooks, so we can do a discover safely. If it doesn't the 
other side either isn't on and in range, or isn't running BeamBooks. The exchange 
manager doesn't bounce test packets at all. BeamBooks bounces them with a slight 
change so the sender knows that the receiver is running BeamBooks.
