The problem is that the incoming beam data specifies the creator ID of the
Address Book application, and this overrides your registration of the .vcf
extension. (A questionable design choice in Address Book, IMHO.)

Now as for working around this... how do I put this so as not to get in
trouble :-) ... if you consider this to be a "bug" then you may find the
Palm OS source code very useful to help you "debug" this problem.
