Check out HexEdit. It comes with Wave Runner (from PGHQ). (Haven't used it
myself, but ran into it recently)

A nice commercial app is Resourcerer. It is a super-deluxe ResEdit that can
also edit the data fork. It is usually $256 (0xff, get it? DOH!), but the
author almost always has it on sale for about 1/2 price at Macworld (which
is next week, good timing!)
