NetMsgFlagEnum values

NetLibSend and NetLibReceive both take a "flags" parameter, which is
described in the documentation as "One or more of netMsgFlagXXX flags".  I
have been unable to find any values in any headers.  I am using the 3.0
headers, are these defined in later headers?  If not should I just always
pass 0 and ignore them?
