There are several freeware/shareware-tools that does this, and on the 15.january
there will be a BETA-release of the IDE called Falch.Net DeveloperStudio
(formerly known as Palm DeveloperStudio).
The IDE has a GUI-tool for building resources in .rcp-format that uses rcp as
its internal format. This tool can also open CodeWarrior Resource-files and
convert them to .rcp-format.
The IDE also contains integrated support for make and debug.
