Using Shortcuts

What needs to be done to use Shortcuts?  I went through the Palm OS tutorial
and they worked fine.  I created an App from scratch and they don't work.
If I use the menu icon in the silkscreen area I can select my menu item, but
the shortcut does not invoke it.  Any suggestions?
