Unable to load application in emulator

I cannot get my application to load in the emulator! I get the message -->
     The debug helper app could not be found, The registry key "BDWM", is
not defined.

It appears that the application is too large because when I remove a bunch
of static data from the application it loads and runs.

Are there any limits as to program size?
