The last parameter to SelectTime is the first hour that is initially
visible in the listbox. So you're telling it to start at midnight by
passing a zero there. A value of 3 would mean to have the list scroll to
display between 3am and 3pm.
theStartTimeP points to the default choice of the time that the meeting (or
whatever) starts, not how the list is scrolled.
