This is not safe.  The localID will change whenever the master pointer
changes.  On 2.0 and earlier devices, this could happen if garbage
collection forced the chunk to move from one heap to another.  On any
device, this will happen if the device is erased and the data is restored
from a backup (using HotSync(tm)).
