They're available in source form, which you'd have to build yourself.
If I could spend a little less time just now writing email :-), I would
be putting the finishing touches on and making available a Win32 installer
which installs a version of prc-tools which I believe works very nicely
for the normal case of application writing (and is flexible enough to
handle more advanced projects too) and which offers many bugfixes and
general improvements over 0.5.0. There are details at:

After this release, which will be within the next day or two, one of the
priorities will be to look at 0.6.0's facilities and patches with an aim
to remerging the project, since that benefits everyone.
