Masked ROM devices are those products which cannot be flash ROM upgraded, such as 
Handspring's Visor and the Palm IIIe. Future products from Palm or from our licensees 
may or may not contain masked ROM, therefore they may or may not contain a unique 
serial number.

Basically there is no guaranteed unique ID for all Palm OS devices.

Ooops! Now that I look more closely... you're right. On Palm VII devices, the 
%deviceid refers to the Palm VII's radio hardware ID. On devices without that 
particular type of radio interface, however, it refers to an encoding of the device's 
serial number. So, that code snippette isn't the same as the $deviceid, but in some 
cases it's used to get the id for further encoding. Calling INetLibSettingGet with the 
inetSettingRadioID selector will return this info.
