You can buy shares, its a free country... I.P.O. means 'Initial Public
Offering', as in, anyone in the general public can buy shares.
The SEC takes a dim view on most sweetheart deals, and V.C.'s are
getting a lot more savvy. I don't know about Palm/3Com in particular,
but typically, even employees can't exercise their stock options and buy
shares until a certain period of time after the I.P.O (6 months is
common).

The IPO is scheduled for Feb 28 (I suppose due to the color
release).
You can find more info on http://www.ipo.com. There is no word (that
I've heard, anyway) about Palm giving developers the opportunity to
purchase shares and my emails regarding the same have been ignored. :(
