ROMs final?

  In Provider Pavilion, the 3.5 ROMs are "GM ROM Images".
What's the meaning of "GM"? Are those final? It seems to 
me the palmos35-dr4-en-color.rom in palmos35-en-color.zip
is same as the one in palmos35-dr4-en-color.zip file.
