The VII has an extra set of services for wireless connectivity
(INet...).  It is possible to open a socket and exchange data, but there
are limits.  When we experimented with this we found issues with max.
packet size and some other basic connectivity issues.

After looking at it, we decided to use HTTP - then blew the whole thing
off and went with a different wireless solution (cost of VII service,
speed, and coverage).  If there aren't any VII samples floating around I
can give you an ugly one from here.  It sends a database record as a
UUENCODE attachment through a SMTP server.  Be forewarned, we ran into
some weirdnesses with the Palm.net proxy server that we never bothered
solving.
