The charge pins may or may not be the same - I don't know the circuitry.
(Actually I do believe that some or all of the charging circuitry has moved
into the device, out of the cradle.)  However, the bigger issue is that the
Palm IIIc device has a Palm III-style cradle, which obviously is a
different physical shape than the Palm V cradle.

Essentially the cradle for the Palm IIIc device looks just like a Palm III
cradle, except a different color.  And the DB9 connector has a plug in it
for the AC adapter to connect to, similar to the Palm V cradle.
