I'm sure there are ... but one of those is likely to be
NAFTA (North American Free Trade Agreement).
I should think that under NAFTA, Canadian & Mexican
developers should be included in any program that
USA-ans can get into.
(note: I am not a laywer, nor do I play one on TV)
