There's no reason why you shouldn't have multiple files
(Palm OS "databases") open simultaneously.  My software
normally has five or more open simultaneously.

However, 15 seems rather a lot of files.
Perhaps you should create some views for exporting to
the Palm OS (tm) device that sensibly combine some tables
(and exclude unused fields).  You'll be less normalized but
should see performance improvements and simpler software,
both of which are very important in Palm OS development.

I'd also recommend (if you haven't already done so) to try
using some production-size files reasonably early in the
development.
