Officially, I believe one tick is approximately one millisecond (it's
different on the emulator and the actual device). You can use
SysTicksPerSecond to find out the actual number and proceed based on the
return value.

I am doing some timing tests on the palm and am using the
TimGetTicks() call which (according to the reference)
returns the number of "ticks" since the last reset. What
is the translation from tick to seconds/milliseconds etc?
