Found the answer to my own problem. Was a bug in my code - I was only
properly intercepting the virtual codes if a UI pref was set. And that
happened to be set on some of my devices, and not set on others - thus the
descrepancy.
Of course, I still wish you didn't have to pull a fast one on the OS in
order to bring up SysKeyboardDialog, the graffiti reference, etc, when a
field is not active.
