First, you will need to take into consideration making your own hardware and entire
system level ROMs for what you are intending.
I don't know of any PalmOS license is willing or even allowed to sell unROMed Palm
devices for OSes of your own incarnation. Yes,
you can reflash the ROM all by yourself, but that is expensive.
If you are looking for doing your own network background task, I highly suggest you
develop your own Springboard module with a
microcontroller on board. Thus you have a CPU from the reset vectors on up and you
can do whatever the hell you want. To
interface with the PalmOS, you can install as many system patches and even a hardware
driver interrupt service routine that your
module can trigger to interface within the Palm environment via the Setup application
on the Springboard Flash.
