I havent actually written an app for it yet (since KVM is still in early stages) but 
have a look at:

http://www.trantor.de/wbxml/

Its Simple Access to WAP binary XML (which is the raw stuff you want from the 
carriers).  Unfortunatly its using KVM only, and not
native C for Palm.

But worth a look.
