Presumably, he means a 'virtual driver', which is a type of extension
for the new serial manager. My understanding is that a 'serial driver'
is meant to provide an interface to serial hardware and a 'virtual
driver' is meant to provide transparent protocol implementations.
The documentation seems pretty simple in concept, but the details are
probably murder...

That is a pretty vauge statement. Since there is no established term
for "virtual device driver" in the PalmOS, can you elaborate
exactly what you intend?
