Well, I had some problems downloading it with IE5. I had to resort
to the command line FTP utility.
Using IE5, clicking on the "Windows plugin" link gets me a "The page
cannot be displayed" error for the URL
"ftp://ftp.calliopeinc.com/PilRC.DLL".
If I do a right-click and "save target as" I get "Internet Explorer cannot
download PilRC.DLL from ftp://ftp.calliopeinc.com" "The login request
was denied".
Since I could manually FTP into the site and find the file, my guess
is that IE doesn't like the DLL extension on downloads. Perhaps you
could .ZIP it up?
