Take a look at the message at the bottom  concerning the use of the XML parser expat.
I've already used it (not on a palm<:-), it's a great parser with a small size.
It is written in C and easy to use.

The expat sources are easily ported to the PalmOS.
I did this once at my last job.  Took me about 30 minutes.
