There's already documentation for PRC files on our web site. That document
is being revised to also cover PRC and PDB... but PRCs are just a special
case of PDBs, and PRCs are extremely similar, so that document should get
you most of the way there.
Or look at the slides that I did for last year's PalmSource; I explained
the formats there in session 212.
