The CDK is the Conduit Development Kit. I believe it contains the
information you want.
At http://www.palm.com/devzone/conduits.html you can download the CDK, or
just the documentation if that is all you want. There is also a link to
sign up for the Conduit Developer Forum. People in that forum will be able
to help you with conduit questions.
