A possible reason this may be happening is your project PalmRez Post Linker
panel expects one .tmp file as the input but your actual output with the
multiple forms is a different .tmp file. For example, if your PalmRez Post
Linker expects Starter.tmp which contains only one form, but your output
file is MyProject.tmp, and Starter.tmp actually exists in your project
folder, it will pick up and use Starter.tmp instead. To resolve this, you
should make sure that the 68K Target panel's output file is the same as the
Mac Resource Input File in the PalmRez Post Linker panel.
