I found this problem with CW6 and Win 2000. It is a bug in CW6.

Here's the workaround:
1. Start the POSE (if it is not running already).
2. Start the CW6 debug session by pressing PF5.
3. Wait for the program download to complete.
4. At this point, the debugger window should appear, but it doesn't after
the first time.
5. Choose the "Palm" menu, then the "Open Debug Console" item (if the window
is not already open).
6. When the "PalmOS Device Console" window appears, press ENTER.
7. After a momentary pause, the debug window will appear.
8. Press PF5 to start your program.
