I don't want to be argumentative, but for my PDB file, it's _not_
using a tver resource. It's looking at the database version #,
clearly, because if I change it from 0 to 1, the Launcher version #
changes from 0 to 3.5. I think you're close--the behavior is not
undefined, it's just not clearly defined in any way that's of any use.
