If you have a database with a creator code that doesn't have an app of that same code 
present, it is shown on the database list of
the launcher.  When you call DmCreateDatabase() it is totally in your power to use 
whatever creator ID and file type you want.

One app I did a while back, a creator code was registered with the full intention of 
never writing an app for it.  The user base
found it much more convenient to delete and get version data from the launcher than 
the application.  Plus, different apps with
different creator IDs used these databases.  So they wanted them to be kept on the 
device when apps were switched out.  It worked
out well.
