The SDK installer includes the headers and libraries, which you *need* to
develop programs, but not the optional examples. They're in another zip
file on the 3.5 SDK web page, which you can unpack wherever you like.

In the SDK documentation (another separate zip file) there's a file
called IncsFileChanges.html which describes these changes.

I guess you're looking at the how-to-install section of the readme. The
SDK installer has already put the files in the right places. If you had
downloaded the "Optional Download of Core SDK Components" zip file, you
would see the directory structure described in that part of the readme.
