Right, you can't open any old database as a stream, but only one that was
created as a stream via FileOpen in the first place. There is a special DB
header flag (dmHdrAttrStream) that indicates whether a DB is a stream or a
regular record database.
Looking at the 3.0 source, there appears to be a bug where the return value
of FileOpen can be non-null (as you are seeing) even if the open fails and
returns an error code. So you need to check the error code before checking
the return handle value.
