Depends on how much effort you want to put in to get set up cheaply. I'd
think the cheapest way to go would be to install Linux on your mac, and
get GCC/Palm utils.  If you have a little cash, I'd invest in Codewarrior 
(Mac) for the Palm OS.  That way you can use your Mac OS.  There are 
"adequate" programming reference manuals in Adobe format on PalmOS's web 
site, too.  Satellite Forms, PenRight, etc. are also available as tools,
although they may cost you a bit, too.  

You can use the emulator (POSE) to develop your software, but it's a good 
idea to eventually obtain a Palm (I'd suggest a Palm IIIe or something 
cheap)for your actual testing/demonstration purposes.
