Last I checked there is no official Palm way to create PDB/PRCs on your PC.
However, there are a couple of PDB generator apps for the PC that can create
basic PDBs.  Plus, Palm has released the PDB file format so there is nothing
stopping you from doing it yourself.  You then could use the Palm Install
tool to load the files to your Palm.  You could also write a conduit to
create/update the data files you need.

Depends on what you really want to do.  You can use the Palm Desktop app and
cut & paste the specific notes.  Or you could use a backup app (like backup
buddy) to bring up all the built-in apps' data and write your PC app to read
the PDBs directly.  Or you could write a custom conduit that reads whatever
data on the Palm you need and brings it up to the PC formatted however you
need it.
