If you're willing to live with the clock updating up to a second late, (but no drift), 
you can use a one second constant. I know this because that's what Palm OS does in the 
General Prefs panel to update the time! You never want to use the timeout to actually 
time anything. It should be used only to set the period for checking and updating the 
time. There are better choices than a simple constant that don't waste CPU checking 
the time and discovering that nothing needs to be done, and that don't have as much 
latency.
