It's documented for use by our licensees and by the OS as a System Use Only function. 
This allows us to change or deprecate the API as necessary with a limited affected 
audience. There are LOTS of internal APIs we do not wish to support.

Some device hardware can tell when there's a modem attached, some can tell when 
there's a dock attached, and some have no idea when or if anything is attached. 
Remember, we're talking about licensee's hardware too, not just Palm's -- the details 
of the implementations vary among devices. On the Palm V, for example, the SPI bus is 
used to detect when the device is in the cradle as well as when it's charging, so it's 
not always a simple GPIO pin used to detect these things.
