(Since this horse isn't quite dead yet...)

Also remember that dialog form resources can have a helpID which is a
string resource ID.  So the hypothetical "String Resource Dependency
Checker" tool would need to handle this case too.  But of course it
would then need to figure out which dialog resources are unreferenced by
code.  Oops, but a dialog's helpID can be modified by code at runtime.
And so on, and so on...
