I agree.  People also forget about the various battery types...
the Symbol 17xx series have LI-Ion batteries, as do a good number
of the newer Palms.  Then, you have to deal with the various
Symbol libraries (laser barcode scanners drain a LOT of battery, 
the MSR takes some up as well...then you have those pesky Qualcomm
units, various Handspring attachments, etc.).

I'd think that it would be a pretty tough project to take every kind
of Palm unit and configuration into mind when desiging power consumption
api's...
