My all time favorite for bitmap of icons for Palm/Win/web is
PaintShopPro. Free download at all the usual download spots--shareware
is about 30 or 60 days, I can't remember. Get a version 5 or greater.

It really shines at making small icons and palm sized graphics. 
For example to make a black/white little search icon well:
-Start a new image
-Open the layer pallete and make a new layer (can move things around
on different layers)
-Set foreground to black, background to white on your pallete.
-Zoom in about 16X so you can see what you are doing by the pixel.
-Draw that puppy. Beautifully, one mouse button does black the other
white, so can draw and modify quickly.
-Save it as a PSP file in case you want to play with layers later.
-Drop colours down to 1 bit in the menu bar (believe its Image >
Reduce Colour Depth > I bit or something like that).
-Save as a bitmap. Beauty.
