We are new to this platform so have little knowledge
regarding this. We are trying to call a function at repeated time
intervals in milliseconds.

If you have an existing multi-threaded project you are trying to port
to PalmOS you will have to re-engineer it.
If you have an event driven multi-threaded design concept you should be
able to schedule your own threads within the event loop.
Some developers have used the Sound API to provide one extra thread.
