Rather, PilRC is the (separate) tool for making resource files, and prc-tools (now more accurately called 'gcc for Palm OS') is the compiler and binary tools.
As has been mentioned, to compile 68k programs, PODS uses prc-tools, and the cygwin environment it needs to run. So, while you have a choice of editor, for the actual compiler for 68k Palm OS programs, there's only prc-tools and Code Warrior (assuming you're doing development in C/C++ on a desktop).
